2024 - 2025 | Robert B. Naylor | Raccoon Creek Boat Club | A transformational two years with development and implementation of a Clubs Online Database Management System for CBYCA and Club Data. Working with the Nominating Committee Chair, IPC Thomas Yanni, to recruit new CBYCA Officers with strong ties and reputations within the Yacht Club Community. Integrated financial systems into Club access and automatic annual billing. Transformed Roster Book process to use the new web based system. Established more traditional and diverse 2024 Commodore's Ball, with legendary experiences on the Majesty Ship in the Baltimore Inner Harbor and beautiful waterfront hospitality suite at the Royal Sonesta. Legislative coordination with Baltimore political leaders to support stronger marine and general safety in the Inner Harbor. Continued to strengthen relationships with YCM, CCC, DRYL, and the Queen of Chesapeake Pageant Program. Started and continued Annual CBYCA Planning Meeting/Open House/BBQ/Picnic for all Club Members and family with open bar and no charge for attendees. He also continued to develop the Commodore's Monthly Roundtables into the Commodore's Monthly Bridge Leadership Meetings to encourage attendance by Member Clubs Bridge and CBYCA Delegates for continuity each year with the officer changes at their Change of Watch (COW). He also conducted one-on-one support with Clubs on the new software, as well as weekly group training and assistance during the roll-out stages. This was created, trained, and implemented within 3 months from ideas to execution, using well known and flexible software and database management technology. The system included more than just Club Data management, it was also a Community and Event Management system, as well as a "Craigs List" Marketplace, and Help Desk functionality built-in. Revitalized and expanded www.CBYCA.org website, including this Past Commodore's page to provide more details on all Past Commodores, such as photos and remembrance. Other enhancements included a "Club Spotlight" capability to assist Member Clubs in need of special attention to their unique offerings. Previously, before COVID, Robert created a detailed Community Forumn as a place for our Clubs to share information and collaborate. Additionally, a web based Legislative Tracking System was created and updated in real-time. His First Lady Amy was a true partner and just as passionate about CBYCA and all the Clubs as Robert. During her honeymoon with Robert, she supported him spending most of his free time working on the new CBYCA online software. She also attended to his challenges driving, carrying and setting up audio/visual equipment, and attending as many Club Balls and and functions as possible, given Robert's Long COVID health issues since November 2020. Robert's COW in 2024 (age 59), due to a serious health flare-up, he attended and was sworn-in over a Zoom video conference call from the Beebe Medical Center ICU. Any successes were not his alone, it was through the teamwork and dedication of all the officers and volunteers that shared the same desire and passion for our CBYCA mission of helping our Clubs and the Community, keeping the Chesapeake Bay clean, safe, and enjoyable for all boating activities, including deligence in tracking and collaborating on legal matters related to our mission. By having a strong strategic and tactical plan, Robert was able to effectively and effeciently collaborate with all the positive and active CBYCA officers. The CBYCA 2025 Commodore's Ball was held at the Annapolis Naval Accademy, celebrating Veteran's throughout the Yacht Club Community. Robert and First Lady Amy also started a tradition of a Christmas Longwood Gardens Tour along with a gift exchange luncheon to celebrate the Christmas holiday season. Background and Career In Robert's career, he was more than a C-level executive; he was a "change agent" and a beacon of transformation in technology and organizational culture. With decades of experience in pivotal roles, from serving as Chief Information Officer at the Federal Communications Commission to a Presidential Appointee as Chief Information Officer and Chief Privacy Officer at the U.S. Small Business Administration, Robert’s impact spanned the highest levels of government and business. His expertise wasn’t just in strategy or innovation but in creating structures that withstood challenges and thrived. His efforts touched the lives of many across the U.S. and abroad—from implementing robust cybersecurity measures to fostering cross-agency collaborations and international data policies. In 2008, Robert managed the Barack Obama Presidential Campaign infrastructure technology implementations for 17 States in the Northeast and Great Lakes Region. In addition to working at the Campaign Headquarters in Chicago, Illinois and in Ohio, he assisted the Washington DC and Chicago Transition Teams in selecting, implementing and managing an Internet-based candidate applicant tracking system. In late 1999, Robert started an international professional services small business, servicing the Human Capital Management industry. In this capacity, his company served many of the Fortune 100 businesses in Hong Kong, Singapore, England, Canada, Mexico, Argentina, Colombia, and Australia, as well as 30 States in the USA. Having attended Oxford University, Oxford, England, Trinity College, Dublin, Ireland, a graduate of Eastern College with a B.A. in Organizational Management, and Arcadia College, he appreciated the value of education, training, and servant-led management in both the United States and the international marketplace. Robert’s passion extended beyond technology. He was a mentor, an advisor, and a valued board member for numerous organizations. He was instrumental in driving projects that increased customer satisfaction, streamlined operations, and ushered in new standards in government technology. His legacy will continue through the groundbreaking initiatives he led, his advisory roles with the United Nations, Fortune 100 C-level,Non-Profits and his international influence in cybersecurity and mobility. Personal Character Beyond his accomplishments, Robert was a man of warmth, humor, and unwavering kindness. His extremely humorous side brought laughter, smirks, and smiles at the most unexpected times! Prior to his Long COVID, he was extremely quick-witted, sharp, and could debate or prove his case like a well-seasoned lawyer, founded in facts and logic. Robert's life wasn’t only about what he achieved professionally. He was a loving husband, friend, a confidant, and a man deeply committed to family and service who led by example, grounded in prayer and the Word of God. His faith was his foundation, a guiding light that gave him strength and peace, which he freely shared with those around him. He brought heart, soul, passion, dedication, and the highest quality to his work and a spirit of compassion to those around him. His genuine concern for others, his mentorship, and his belief in the power of positive change and belief that anything was possible, left an indelible mark on all who knew him. He thrived in extremely diverse situations from genealogy, family historical cemeteries, presidential campaigns, advocating for the disabled, to serving as the Commodore for the Chesapeake Bay Yacht Clubs Association in 2024 and 2025 to ensure a foundational transformation and transition. |

2021 | Dan J. Killeen* (Elect) Memorial | Maryland Yacht Club | Daniel Joseph Killeen, 67 of Ashburn, Virginia, unexpectedly crossed over on Sunday, November 8, 2020, at New Hanover Regional Medical Center in Wilmington, North Carolina. Born Friday, January 16, 1953 in Brooklyn, New York, he was the son of the late Daniel T. and Dorothy (Harbester) Killeen. Some knew him as a gentleman, others as a friend, and he joined us together as comrades whatever the occasion would be. Dan had a servant’s heart, and his faith was his daily companion. A mighty man he was, full of love and happiness and wearing a broad smile. Always asking and willing to help others. Dan loved to dance and played guitar and piano in his high school days. He had a wealth of knowledge where music was involved and knew artists and their stories well. He enjoyed cars and racing in earlier years. He was the proud owner of a 1989 Hatteras which he restored as a retirement home, but his joy was his 1999 Jaguar XK8, a gift from his wife for Father’s Day. Dan and Rose Marie were members of Chesapeake Bay Yacht Clubs Association (CBYCA) and Maryland Yacht Club where they kept their boat ‘Everything’s Rosie’. In 2019 as Rear Commodore of CBYCA, Dan was instrumental in organizing CBYCA’s first Commodores’ Summit. The Summit was a tremendous success developing relationships and support in a unified manor to member clubs. As Vice Commodore of CBYCA, Dan embraced the forward momentum started with the 2019 Summit. In addition to building a closer relationship between CBYCA, Delaware River Yachtsmen’s League, Yacht Clubs of Maryland, and the Chesapeake Commodore’s Club. He was elected to Commodore for 2021 and would have been presented his gavel on 21 November 2020. Dan retired several times from various entities: the CIA, several contract companies, IBM & Verizon. He held an Associate Degree in Electrical Engineering with Microsoft certification. Dan is survived by his loving wife, Rose Marie Killeen and their adopted pet Belle, his daughter Maeghan (John) Nicholson of McFarland, WI, his son Robert (Amanda) Killeen of Viroqua, WI, one grandson, three granddaughters and one granddaughter, Anya Christine Nicholson, due 4 December. 2019 | Mike Gaff | Red Eye Yacht Club | During Mike's year as Commodore, he was very active in encouraging Clubs to return to CBYCA. No Name Yacht Club, Philadelphia Yacht Club, and Sue Haven came back as Member Clubs. One of Mike's outstanding accomplishments was CBYCA's first ever Commodore Summit! Mike, Tom Costello, and Dan Killeen, created a meaningful event that has been a challenge to replicate since COVID-19. Significant work was conducted on the Elcon project with Nick and Dot Noderer, writing letters to the legislature regarding the Delaware River, ultimately achieving a denial of the permit. Two new no-voting positions were created, Legislative Director and Chairperson of Safefy and Education. Mike worked closely with our CBYCA Partner, Yacht Clubs of Maryland (YCM) to strengthen our relationship. He was the first person to hold an officers position in both YCM and CBYCA at the same time during the same year. Mike also created the first YCM Summer Cruise that is now an annual event. |

2015 | Thomas J. Kenavan* | Aquia Harbour Yacht Club | Thomas Joseph Kenavan, 88, died on September 5, 2024, while living at Aquia Harbour, in Stafford, Virgina. He was born on June 28, 1936, in Brooklyn, New York to the late Thomas A. Kenavan and Margaret Slattery. He was husband to: Katsuko Yoshida Kenavan, for 48 years (1956-2004); and Sally Baden Harmon Kenavan, for 17 years (2006-2024). Tom as he was better known, started his working career in the United States Air Force. He was a member of Saint Francis of Assisi, Catholic Church, Knights of Columbus Auxiliary of Sierra Vista, Arizona, where he became the State Deputy, as 4th Degree. After leaving Sierra Vista, Tom headed for a special unit with the Army in Virginia in 1991, as a Department of the Army Civilian (DAC). The work later moved from its first location into the Pentagon, where he retired after 23 years in 1997 - having held positions as Branch Chief, Division Chief and Directorate Director. Next he worked with the Computer Science Corporation doing the same work but contracted with a government agency where he finally retired after 6 years with them in 2001. Upon arriving in Virginia he served on his local home owners association of some 3000 families on it’s Board of Directors for 6 years; went through the chairs of the local US Power Squadron finishing up as it's Commander in 2005: through all the chairs of the Aquia Harbour Yacht Club (AHYC) finishing up as it's Commodore in 2006; and a member of a local motorcycle club (GWRRA). He had been a member of the local Lions Club, Aquia Harbour Host Lions, for over 25 years, in which he went through their chairs to Director and later, President, and a Melvin Jones Fellow. He ran for the position of Secretary of the Chesapeake Bay Yacht Clubs Association (CBYCA) in August of 2010 and in 2015, he became its Commodore. He had been on a number of Parish Councils; served on a number of local County commissions and Civil organizations. He answered the call To Serve whenever possible. In 2019, at the Lions of VA State Convention Tom was elected to serve as the Second Vice-District Governor for District 24-L. Tom was always first a man’s man with his military family, a loving husband to both of his wives, a wonderful father, grandfather (Poppi or Gm Pa T), and great-grandfather. Tom is survived by his wife, Sally Baden Harmon Kenavan, his two daughters from his first marriage, Katherine Ann Suszczewicz and Barbara Ann Shurtleff, her husband Patrick Shurtleff; and 13 combined grandchildren, and 4 great-grandchildren. Tom was preceded in death by his first wife Katsuko Yoshida Kenavan (1938-2004), his infant daughter Marie Kenavan; and siblings George Kenavan and Margaret Kenavan Newborn, and his son-in-law, Kim Suszczewicz. “May, God give you: For every storm a rainbow, for every tear a smile, for every care a promise and a blessing in each trial. 2010 | Pamela L. Butler* | Neptune Yacht Club | Pamelia Lois Legette-Butler, age 84, transitioned from labor to reward on June 22, 2024. She leaves to mourn and cherish her memory: four beloved children. Pamelia Lois Legette-Butler, affectionately called “Pam” by friends and “Peaches” by family, was born September 29, 1939 in Galesville, Maryland. She earned her wings on June 22, 2024 in Baltimore, Maryland. She was a beloved mother, grandmother, great-grandmother, and an esteemed public servant. Pamelia is preceded in death by her parents, William Legette, Sr. and Mildred Tooks; brothers, William Legette, Jr. and Roger Parker, Sr.; and a very special and endearing companion, Albert Harmon. Pamelia attended public schools in Annapolis, Baltimore, and Chicago. She graduated from Eastern High School. She continued to pursue higher education with determination andexcellence. Pamelia earned an Associate of Arts Degree from the Community College of Baltimore, a Bachelor of Science Degree from the University of Maryland University College, and a Master of Public Administration from the University of Baltimore, all with honors. Pamelia’s work history began at the young age of 14 as a soda clerk in a drug store. Over the years, she held various jobs in Baltimore and New York while attending high school. Her professional career began as a Principal Clerk Stenographer for the Baltimore City Department of Education. Her professional career path led to the Social Security Administration in 1964. She held numerous positions, advancing from file clerk to second-line management. Pamelia transferred to the Bureau of Health Insurance, which later became the Centers for Medicare and Medicaid Services. She retired in 2009 as a Senior Health Insurance Specialist after 44 years of dedicated service. Throughout her career, Pamelia was a committed Equal Employment Opportunity counselor, earning recognition for her significant contributions to the agency. She served as an instructor for multiple training programs and was actively involved in several committees and advisory boards. Her expertise was acknowledged when she served as a Quality Improvement Team Facilitator and as an expert witness in medical court cases for the Health Care Financing Administration. Beyond her government career Pamelia was an active member of various organizations which included The Thursday Luncheon Group, The Black Ski Club, and the SSA Bowling League. Pamelia yachting club ventures started as a member of the Neptune Yacht Club. She was an agent for the club, received numerous awards and eventually held the highest position as the Commodore. She became a delegate and later the Commodore of the Federation of Yacht Clubs, representing boating clubs from Boston to Virginia. She also served as a delegate of the Chesapeake Bay Yacht Club Association, where she reigned as the first African-American female Commodore. Pamelia was also a member of The Triple Cs (Chesapeake Commodore Club) and Veterans Yacht Club. Pamelia was a dedicated member of the Eastern Stars and served as the Worthy Matron of the Naomi Grand Chapter in Baltimore, MD. Pamelia was a dance enthusiast, always on the floor and knew all the new dances. She enjoyed many types of music, going to casinos, attended plays, and shows. Pamelia had many hobbies, which included bowling, pinochle, and collecting nutcrackers and lighthouses. Her love for travel took her to forty-eight states, many islands and countries abroad (Nigeria, former Yugoslavia, Aruba) and cruising with the Oriole’s Fan Club. These diverse experiences enriched her life. FOREVER IN OUR HEARTS Pamelia' s greatest achievement, passion, joy and pride was her family. She cherished the friendships she made along the way, maintaining many relationships for over 60 years. She leaves behind a legacy of dedication, hard work, and a passion for education and service. The family and friends of Pamelia Lois Legette-Butler will remember her as a beacon of strength and inspiration, always emphasizing the importance of education and hard work as the ladder to success. Pamelia was a petite woman with a strong voice, a powerful mind and an extraordinary determination, who stood her ground throughout her journey. Pamelia’s "five minutes of fame" came twice: once when her picture was published in the Afro newspaper in an article on "What It Takes to Be a Supervisor" and again when Channel 2featured her introducing the arrival of the historic slave ship, Amistad, at Baltimore Harbor. Born in Baltimore, Maryland, he was the son of the late Robert and Dorothy (Hemelt) Noon. Kevin was the beloved husband of Debbie Weikert Noon, and they shared 39 and a half wonderful years of marriage together. He was a devoted family man, and his love and warmth touched the lives of all who knew him. An avid outdoorsman, Kevin found solace and joy in the beauty of nature. He spent countless days on his beloved boat, the "Afternooner," exploring the waterways he cherished. Kevin had a passion for crabbing, fishing, and hunting, and he was a proud member and Past Commodore of the Bush River Yacht Club. His love for the outdoors was further reflected in his achievement of becoming an Eagle Scout, a testament to his commitment and perseverance. Kevin had a keen appreciation for classic cars. Additionally, he took pleasure in the art of restoring old guns, appreciating the craftsmanship and history they held. He is survived by his wife, Carolyn (Chuchola) Burton. Born in Delmar, NY, August 31, 1937, Don attended Clarkson University and received a Bachelor's Degree in Chemical Engineering. Don had a long and successful career at Hercules Incorporated. He had worked in the Explosives and Nitrogen Products Department and later in the Hercules Aerospace Company. He retired in 1995 as Director of Marketing, Hercules Aerospace Ordnance Group. Don was very active in the shooting sports and their associated organizations: SAMMI, NRA, ATA (Trapshooting Groups). He was the past president of the Atlantic Indians and the past commodore of Chesapeake Bay Yacht Clubs Association (CBYCA). He was also a member of the Outcast Yacht Club and the Elk River Yacht Club. Following his retirement he was especially proud of his work with the C&D Canal League and their successful legislative and public relations accomplishments in improving the Chesapeake Bay. In addition to his wife, he is survived by his daughter, Laurie Keyser and her husband Jeff of Raleigh, NC; a sister, Linda Hurley and her husband Tim of Albany, NY; five grandchildren, Kristopher, Dylan, Erica, Logan and Abigail. 2004 | Betty Stahler Freedman | Maryland Cruising Club | I was honored to be elected Commodore of CBYCA for 2004. My year began with the death of my R/C Dave Goodman. The evening of my cocktail reception the evening before our Commodore’s Ball, I traveled to Virginia in the snow to represent CBYCA at Dave’s memorial service. Having to conduct a special election to fill the vacant Rear Commodore position was a contentious time. As all elections, some people are happy and some people aren’t. The Board voted and Jerry Donofrio became my Rear Commodore. Those that were not happy decided to boycott our Board meetings which thankfully didn’t keep CBYCA from doing our work. Yacht Clubs of Maryland then formed. During my year as Commodore, I partnered with the DRYL and PRYCA attending openings, balls and parties. Bringing the CBYCA and DRYL princess pageants together by inviting the DRYL Princesses and Queen to attend the CBYCA Queen pageant and having the CBYCA Princesses and Queen attend the DRYL pageant. This also brought member clubs to plan cruises to many of the clubs out of their area. DRYL Officers also began wearing uniforms and following a lot of the CBYCA protocol. My Legislative Directors did an outstanding job representing and testifying for boaters in their respective states. We followed and testified with the dredging of the Chesapeake Bay and focused on boating safety. My husband (Al Freedman) and I lived aboard our trawler docked at Maryland Yacht Club for 20 years. During those years we were very involved with Maryland Yacht Club and Maryland Cruising Club. I became Maryland Cruising Club’s first woman member and eventually Commodore. Serving CBYCA as Secretary (2 years), Qualification Officer (2 years), R/C, V/C and Commodore made me the strong, proud woman I am today. |

1997 | Dion F. Guthrie | Crescent Yacht Club | The most outstanding event when I was Commodore was the event we put together call “Cruise for Kids”. Where we got about 15 boats to go to the inner harbor and met with some special needs children and took them all on a 3 hour cruise. Had about 2 dozen kids and split them up on all the boats and took them for a cruise. One I had I even let her pilot the boat for a while and she thought she was in heaven. An outstanding event. Dion brought 26 years of union experience to his service to CBYCA. He was the Business Manager/President of Local 1501, International Brotherhood of Electrical Workers, AFL-CIO, CFL, serving on many local and national panels. Dion was a registered lobbyist in the State of Maryland for Health Care, Unemployment Insurance Compensation, Gaming, and many other issues. He received a B.A. degree from McKendree School of Religion and an A.A. degree in Labor Studies. In addition, as a Member of the Labor Leader Program sponsored by the U.S. Government, he completed a tour of Europe (Brussels, Rome, Florence, Milan, Venice, and Paris) to study Health Care, Labor Studies, Administration, etc. Dion and his wife, Dianna, were avid recreational boaters. He was the Commodore of Trojan Harbor Yacht Club (THYC) in 1989 and as Past Commodore, continued to serve THYC when he was Fleet Captain in 1992. He was also a member of Crescent Yacht Club, where he was Recording Secretary in 1994. Dion joined Chesapeake Commodores Club (CCC) and the National Boating Federation. Dion was the CBYCA Publicity Director (i.e., Chartroom Chatter Editor) for two years. |

Beloved husband of 65 years to Jean Cissel Seeback. Beloved father of Terry Heineman and her husband Bill of Rockville and Bob Seeback and his wife Terry of Merritt Island, Florida. Grandfather of 8, great-grandfather of 3. Our family and friends will miss his good humor and jokes. Harry served in the Army Air Corps from 1944 - 1946, and graduated from Georgetown University School of Foreign Service. He retired from the Agency for International Development. He was amember of the Boy Scouts of America for 70 years, as a Scout and Troop Leader, and Chairman of the Catholic Committee on Scouting for the Archdiocese of Washington. Harry and his wife, Jean, enjoyed boating on the Chesapeake Bay and were members of the Chesapeake Yacht Club and the Potomac River Power Squadron. They were active members of St. Jane de Chantal Catholic Church in Bethesda for 50 years. Mass of Christian Burial will be held on Saturday, November 15 at 11:00 am at St. Jane de Chantal, 9601 Old Georgetown Road, Bethesda, MD. Interment will be private. Earl served his country while in the U.S. Marine Corps. and worked for the NSA as a computer analyst. He was a member of St. Martin's Lutheran Church, Corinthian Yacht Club, and the National Boating Federation and enjoyed traveling and boating. In addition to his parents, Earl was preceded in death by his wife of 62 years, Carolyn G. Waesche, and a sister, Barbara Coleman. He is survived by a brother, John L. 1990 | Kenneth J. Kier* | Solomons Island Yacht Club | KIER, KENNETH J., CDR, USN (Ret.) Died Sunday, February 10, 2002. He was 80. CDR Kier became a Naval Aviator, receiving his wings on November 18, 1942. He served in several Navy squadrons, including the famous Night All-Weather Fighter Squadron, and as Commanding Officer of Air Squadron VAW-12. In 1962, CDR Kier joined the National Aeronautics and Space Administration (NASA), while on active duty with the Navy. Following Navy retirement in 1965, he became NASA's representative to the Department of Defense in the establishment and operations of NASA's Contract Administration Liaison Office with the Defense Contract Administration Services organization. He later served as the Director of Small and Disadvantaged Business Utilization. He received several Outstanding Performance Awards, as well as the Apollo Achievement Award for his service to the nation as a member of the team which advanced the nation's capabilities in aeronautics and space. He was born in Rocky Hill, CT on November 18, 1921. He attended the Naval Line School in Monterey, CA, and the Armed Forces Staff College. He received a Bachelor of Science degree from the University of Maryland and a Masters of Science degree from George Washington University. He was Commodore of the Chesapeake Bay Yacht Club Association, 1989-1990, and served on the Virginia State Boating Advisory Committee for over five years. He is survived by his wife Jeanne of 57 years; his children, Kathryn, Karen, Linda, CWO Kenneth J. Kier, Jr., USCG, Jane and Janice Marie; 11 grandchildren and one great-grandchild. 1989 | Frederick J. Levitan* | Chesapeake Sailing Assoc. | On August 5, 2021 Frederick Jasen Levitan passed away. Father of Charlene L. Simonds (Jay) and Sandra Levitan Kidd (Michael); brother of Gerald Levitan and the late Barbara Wax; grandfather of Andrew, Katie, Robyn, Amanda, Josh, and Claire; great-grandfather of Dylan and Jameson. Also survived by several nieces and nephews. Mr. Levitan was born in Fitchburg Massachusetts and graduated from Fitchburg High School in 1946. He enlisted in the Army/Air Force and was stationed in Japan during the post-WWII occupation. He graduated from Nichols College in Boston in 1950. After that, he moved to Baltimore and was married and raised his two daughters. An avid boater, Mr. Levitan joined several yacht clubs including the Maryland Yacht Club, the Sparrows Pont Yacht Club and most recently the Middle River & Veteran’s Yacht clubs. He owned several sailboats that he used to sail the Chesapeake for almost 40 years. He was an active member in whatever organization he joined, including the Chesapeake Bay Yacht Club Association and eventual Commodore, the Maryland Boat Advisory Committee for over 20 years and even his condominium board association. He was very active socially and was known for his terrific sense of humor. Mr. Levitan spent the last 10 winters in Port Charlotte Florida. Family will receive friends at Eline Funeral Home, 11824 Reisterstown Road (at Franklin Blvd.) on Monday August 9, 2021 from 6-8pm. Service will be held on Tuesday, August 10, 2021 at 11am at the funeral home. Interment in Garrison Forest Veterans Cemetery at a later date. Kilmon Jr. AT&T; Engineer Services for Linton Emory Kilmon Jr., a retired engineer, avid sailor and a Past Commodore of the Chesapeake Bay Yacht Club Association, will be held today at 11 a.m. at the Trinity Episcopal Church, 12400 Manor Road in Long Green. A Baltimore native, Mr. Kilmon died of cancer Sunday, April 14, 1991, at his home in Phoenix. He was 55. Mr. Kilmon retired from American Telephone & Telegraph Co. aa senior engineer in 1989. He spent five years there and 25 years with its subsidiary, Western Electric Co. He joined Western Electric as an industrial engineer in 1959. He was a member of the Baltimore Chapter of the American Institute of Industrial Engineers and served as its president from 1967 to 1968. Mr. Kilmon attended public schools in Baltimore and was graduate of Baltimore Polytechnic Institute. He graduated from the Johns Hopkins University and received a master's degree in personnel management from George Washington University in Washington. Mr. Kilmon's first wife, the former Sarah Scheleen, died in 1978. Involved in yachting since 1967, Mr. Kilmon served as a sail captain of the Baltimore Yacht Club from 1976 to 1977, commodore of the Chesapeake Cruising Multihull Association in 1979 and commodore of the Chesapeake Bay Yacht Club Association from 1983 to 1984. Mr. Kilmon was an active member of his church, Trinity Episcopal, for more than 25 years and sang in its choir. Last March, he joined the Adherence Lodge 88 of the Masons. Mr. Kilmon is survived by his wife of seven years, the former Sandra Jean Betts of Phoenix; two sons, Stephen Phillips Kilmon of Miami, Fla., and Clifford Emory Kilmon of Cockeysville; a stepdaughter, Deborah Taylor Bennett of Westminster; a brother, Charles W. Kilmon of Hydes; a sister, Eleanor K. Doerr of Rosemont, Pa.; and five grandchildren.
